Since January 1, 2024, the Netherlands has allowed only tobacco flavour for e-liquids, using a list of 16 permitted flavour-determining ingredients. The policy was introduced partly to make e-cigarettes less attractive to young people.
Researchers analysed officially notified e-cigarette products from 2020 through 2025. In 2025, the number of newly notified products was 61% lower than in 2020. The share containing only permitted flavourings increased, while products containing non-permitted flavourings decreased.
